HUMAN RESOURCES OFFICER (Permanent, and Full-time basis)


For locations:


We are seeking a human resources officer (permanent, and full-time
basis) to join our team in Vancouver location.

Title of the position: Human Resources Officer
The primary duties and responsibilities will include the following:

TRAINING & DEVELOPMENT

  • Coordinate, lead and/or participate in employee training and development;
  • Conduct needs assessment and create training program content and delivery, in consultation with Manager;
  • Conduct employee development and technical training in partnership with Manager; and facilitate employee and management development programs, including integration activities for new employees.

SUPERVISION

  • Plan and approve work, track work assignments to ensure completion by deadlines as needed, coach and discipline employees as required, prepare performance evaluations, respond to grievances and manage overall performance of employees up to and including termination. When vacancies occur, will recruit and recommend hiring decisions.

CLASSIFICATION & COMPENSATION

  • Review and effectively recommend actions for classified positions
    including position establishment, reclassification, and conversions.
    Review position duties; Take action to ensure appropriate designation and communicate changes to management.
  • As requested, research and provide analysis for overload payments; administrative stipend payments; and merit and equity increase payments.

RECRUITMENT

  • Identify current and prospective staffing requirements. Prepare and
    post notices and advertisements. Provide advice on employment requirements and on terms and conditions of employment;
  • Contact potential applicants to arrange interviews and arrange
    transfers, redeployment and placement of personnel;

HUMAN RESOURCES INFORMATION SYSTEMS

  • Create and deliver information, reports, and spreadsheets based on data needs of units. Identify problem areas and work with support personnel to solve problems.

POLICY & PROCEDURE DEVELOPMENT & IMPLEMENTATION

  • Participate in HR policy development, implementation and HR operational and strategic planning. Identify and recommend changes in policies and procedures to address new or revised regulations and address budgetary and programmatic impact of HR management issues related to the operations and strategic needs of the units.
  • Collaborate with Manager to create and develop HR systems, policies and procedures that foster effective HR management and service delivery and improve processes. Identify organizational and development needs and collaborate with Manager to design and implement appropriate strategies to address the needs.

COLLECTIVE BARGAINING & LABOR RELATIONS

  • Collaborate with Manager in completing employee transfers and placements prior to layoff initiation and during the layoff process.
  • Administer classified employee performance management process, including performance evaluation review.
  • Review and advise supervisors regarding performance evaluation content. Notify the Manager of classified employee performance concerns or issues noted on employee performance appraisals for review and follow-up.

OTHER DUTIES

  • Other duties as assigned

The ideal candidate will possess the following skills and attributes:

  • A Bachelor’s degree in a field related to personnel management
  • Five years Human Resources experience. Experience must demonstrate
    1. a commitment to anticipating, understanding, and responding to customer needs, whether in person, by telephone, or email, in a positive, confidential, and sensitive manner, and
    2. flexibility, adaptability and a willingness to contribute to the
      success of team or department goals.
  • User-level experience with the following software: Database and reporting tools; Windows-based software; and Microsoft Office applications: Word, Excel; Power Point.
  • Ability to analyze complex and sensitive issues and situations, identify alternative solutions, forecast consequences of proposed actions and implement effective course of action.
  • Experience working in a fast-paced customer-oriented environment.
  • Ability to effectively collaborate and build relationships with key
    stakeholders.
  • Experience in the development, implementation and evaluation of
    strategic organizational goals, plans and policies.
  • Demonstrated human relations and effective communication skills
    in a team environment.
  • Demonstrated ability to work independently and resolve problems.
  • Strong written and oral communication skills.

Language: English is a must; Mandarin is an asset, but not required
Wage: Compensation for this position will be in the range of $57720-58500, commensurate with experience. Bonuses based on customer satisfaction.

FULL-TIME GROCERY SUPERVISOR TRAINEE

ROLE AND RESPONSIBILITIES
• Supervise and delegate tasks to grocery team members
